FEDERAL HOUSING AUTHORITY (FHA) AND DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
The Federal Housing Administration (FHA) and the Department of Housing and Urban Development (HUD) enforce Fair Housing Act (FHA) guidelines regarding Emotional Support Animals (ESA) and Psychiatric Service Animals (PSA). You can reach the FHA and HUD for housing discrimination or accommodation inquiries using the following contacts
- Toll-Free Phone: 1-800-CALL-FHA or (1-800-225-5342)
- TTY (Hearing Impaired): 1-800-877-8339
- Email: [email protected]
- Online Help: Search for questions or submit inquiries at the HUD Answers Portal.
If you believe a landlord is violating your rights regarding an ESA or PSA, you can file a discrimination complaint directly through the HUD File a Complaint webpage.
To get your assistance animal approved under FHA rules, your documentation must come from a licensed professional with whom you have an ongoing therapeutic relationship.
THE AMERICANS WITH DISABILITIES ACT (ADA)
In the context of Psychiatric Service Animals (PSAs), this federal civil rights law protects the right of individuals with mental health disabilities to be accompanied by their trained service dogs in public places
Contact the ADA Information Line at 800-514-0301 (Voice) or 1-833-610-1264 (TTY) to speak with an ADA Specialist. They provide direct guidance on how the Americans with Disabilities Act protects individuals using trained psychiatric service dogs.
Under the ADA, a psychiatric service animal is any dog individually trained to perform tasks for someone with a disability, such as interrupting impulsive behaviors or waking someone up from panic attacks.
